Reason for Affiliation: In 2003, former Representative of the Manila Economic and Cultural Office Antonio Basilio visited the county government twice and expressed his wish to see Rizal and Taipei County sign an agreement to become sister cities. The next year, former Governor Ynares wrote to the Taipei County Government. In his letter, he stated that to strengthen bilateral trade as well as economic and cultural development, it was his desire that Rizal affiliate with Taipei County.
